Global stocks are divided. US stock held steady on Tuesday after the major averages advanced for the second straight session. Chinese stocks were mixed, with Shang Hai losing 2% and Hang Seng dropping 6.4%.

Domestic stocks lost 1,000 points. The State Bank of Vietnam continues to increase the operating interest rate by 1%, effective from October 25.
